GOLD COAST INDOOR SOCCER – FUTSAL
RULE CHANGES, UPDATES AND NEWS


Firstly i would like to thank all the teams whom played in the 2008 Summer League. The competition was very successful. I would like to congratulate all the teams that won their respective divisions.

This season will be bigger and better than the last. The following changes to rules and changes to administration procedures will improve both the standard of futsal played and make sure the competition is a lot fairer.

RULE CHANGES AND UPDATES

ADMINISTRATION AND PROCEDURE UPDATES
1. Teams must complete weekly game sheets before the scheduled start time.
2. Teams must pay their game fees in full before the scheduled start time regardless of numbers.
3. As a request from teams having the later games. All games will start on time. If a team delays the start of the game either due to running late or not completing 1 and 2 above, 1 goal will be awarded for every 5 mins the game is delayed.

UNIFORMS
1. Teams must have the same coloured shirt as a minimum .
2. Teams must have numbers on uniforms.
3. Players must wear shin pads covered by socks.

GOAL KEEPER WITH THE BALL:
The goalkeepers has 4 seconds on the ball within his own half. Once the goalkeeper crosses the halfway line the goalkeeper is consided a outfield player.

RESTART FROM A GOALKEEPER:
The outfield player can only receive the ball outside the goal area. If the player touches the ball within the goal area, the goalkeeper must restart the game. However the ball is consided in play once the goalkeeper releases the ball, a player from the opposing team can score from within the goal area.

PLAYING THE BALL OFF THE GROUND
The only way a ball can be played whilst the player is on the ground, is in a direct goal scoring opportunity. On the other side a defender can block the shot as long as the defender is not sliding into the attacker.

RESTART FROM KICK-IN
The ball:
• shall remain stationary on the touch line
• may be kicked back onto the pitch in any direction

The player taking the kick-in:
• shall have part of one foot on the touch line or off the pitch at the moment he takes the kick-in
• the player taking the kick-in shall do so within 4 seconds of receiving the ball.

The players of the defending team:
• shall be at least 5 m (full) , 1.5m (Small) from the place where the kick-in is taken.

SUBSTITUTIONS
Players must enter and leave the field from the halfway line. The entering player must wait until the player leaving the field has left the field completely.

Teams needing a spare player, must select a player from the same or lower division and must be pre approved by officials before the start of play. Otherwise any goals scored by the spare player will not count.

Teams needing a spare player for semi and finals must select a player from the same grade or lower and must have played at least 6 games for that team. If a team hasn't qualified a player them they must seek the approval from officials before the start of play.
